When CBD is produced with high THC levels, it becomes more difficult to position it as legal, especially in places where cannabis is illegal. THC is considered an illegal substance in the vast majority of countries.

CBD oil is legal in countries outside the United States if it is extracted from industrial hemp. The laws in the following countries agree that CBD from hemp with a low concentration of low THC is legal: Argentina, Austria, Belgium, Belize, Bulgaria, Canada, Chile, China, Colombia, Costa Rica, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Georgia, Germany, Greece, Guatemala, Hong Kong, Hungary, Iceland, India, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Antilles, Norway, Paraguay, Peru, Poland, Portugal, Puerto Rico, Romania, Russia, Slovakia, Slovenia, South Africa, Spain, Sweden, Switzerland, Virgin Islands, United Kingdom, United States Virgin Islands and Uruguay. 

In the case of the USA, CBD is legal for recreational and therapeutic use in the states of Alaska, California, Colorado, Maine, Massachusetts, Nevada, Oregon, Vermont and Washington, as well as in the District of Columbia (Washington DC).
